Hi picking up a 1998 xj600 diversion for a good price , few scrapes but its listed as A1 restricted , how do i go about removing the restricter , is it possable and how to go about it

I depends on what sort of restrictor it has.
When I bought a restricted D600 the resrtictors were simple spacers with a hole in them, fitted at the joint between the carb rubbers and the cylinder head. It's quite easy to tell visually if that's what you have, and they're very easy to remove.

If you have the other sort of fairly common restrictors they sit in the top of the carbs. Taking the top of one of the carbs should reveal this. Typically they look like these;

They may be a set of metal washers with a 13mm hole rather than plastic but idea is the same.
They'll sit between carbs and cylinders so just remove carbs, remove restrictors and replace carbs...Simples
