Could some body sugest to me as i am a bit short that rasing the forks in the yokes would help as i am fitting new fork seals and would loike to carry out the work at the same time or would this alter the stering angles.

Well, raising the forks through the yokes will lower the front - & thereby quicken the steering somewhat. I've lowered bikes this way - but always lowered the rear too. It's when you lower the rear that you really feel the benefits, tootsies-on-ground-wise, anyway.
Lowering the Divvy 900 must be as simple as lowering the Fazer1000, which I did. They share the same dog bones - which if you replace with longer ones, drops the rear. Lowering the front the way you have suggested then brings the bike back to it's 'proper' line.
As for how much? Well, you don't want to lower too much - because you'll lose ground clearance and you might also have a problem with your front mudguard striking when braking hard. Prob just about 12 - 15mm might do you. The idea being to bring the bike back to level again, with the lowered rear. This keeps the steering geometry as standard.
You can buy longer dog bones (only secured by a nut at each end so an easy mod). I was lucky enough to be given a home-made pair (thanks, IBS!). I would seriously recommend you use this approach, rather than just doing the front.

I raised them by 10mm. I find it improving for steering but it has almost no effect on sadelheight.
