Also have some thick repair washers the little bolts often seize solid but "can" be removed with a power drill to spin the bolt until it melts through the plastic.

Don't think that's what the op is after....if I read it right, he's after the rear fender extender bit that bolts on to the bottom of the bit you've highlighted  |
