Sticking throttle cable or linkage or just maybe a manifold air leak.

Or possibly the choke mechanism has seized in the open position.....

Many thanks. I have found some damage on one throttle cable, although it doesn't seem to causing it to stick but it will be replaced shortly. The chokes all seem to operate fine, plungers are moving in and out no problem. I've since had the cylinder head off again to have two studs helicoiled and not run it since, i have corrected the valve clearances and have a new air box to go in. It will need tuning anyway as its very rich and for a first time out I'll leave it to someone else's experience.
