I don't have any pearls of wisdom for you, but I've got a bike with a non-working pass-light & it's passed a number of MOTs like that. Actually, when would you use it? Flashing cars to let them out ? I can't see a use, so I've never dipped into the switchgear to try to fix mine.

Check, search, repair, clean etc. all relative to the switch. Nuff said. My only view might be the general state of the wiring. I've just had to do exactly the same to trace a fuse blowing fault. It all works fine now but I didn't find the problem.......it could have been a worn insulant or a nearly broken connection (both of which I found). The only other possibility was a spider in the ignition switch but I can't be 100% on that. ;D

spray liberal ammounts of WD40 into the switch and press until it works...that cures mine normally.

When the switch is cleaned-up, fit a pair of relays in the fairing with some decent gauge wire direct from the battery/fusebox. The headlight will see a higher voltage, be considerably brighter and the switchgear will have an easier life.
