I've spent half an hour sifting through the forums and my haynes manual trying to figure out if I need to drain the tank before removing it to change the air filter... can anyone help please? As far as I can tell 92-95 D6's have a vacuum type fuel tap... should I take that as the fuel shouldn't come out unless the engine is turning over/running?

Yes you're correct. The D6 tap is vacuum operated (from a vac pipe in the inlet manifold, which you remove to get the tank off). So....no danger of losing any of the expensive fluid! Make sure you remove the tap handle (single phillips bolt) before lifting the tank, or you'll snap the spindle!
